Does this follow daylight saving?
Yes. The zone name, such as Europe/London, already includes the summer change. The UTC offset on the card updates with it.
Why is a city missing?
These are major zones, not every city. A neighbour in the same zone shares the clock. India is five and a half hours from UTC, which is why Mumbai is not a whole number.
