Is the carbon dioxide number from today?

It is the latest daily average from the Mauna Loa observatory in Hawaii, published by the US National Oceanic and Atmospheric Administration. The most recent days are still being checked, so they can be revised a little.

Why does sea ice shrink and grow every year?

It melts through the warm months and freezes through the cold ones, so the chart is a wave. What has changed is how low the wave goes at the end of summer, especially in the Arctic.
