Feds charge powerful Virginia Democrat Louise Lucas in alleged drug scheme

Lucas faces federal charges

A federal grand jury returned an indictment last week, and Lucas surrendered Thursday morning in Norfolk. She faces five of the eight charges and is scheduled to appear before a federal magistrate judge that afternoon.

Lucas said the federal government was being used against her and vowed to keep fighting. She said she had spent her life resisting efforts by people in power to silence her.

Prosecutors describe alleged scheme

Prosecutors in the Eastern District of Virginia allege that Lucas led a scheme dating to at least 2019. They say she used her political influence to pass legislation and regulations that financially benefited her and co-defendants and shielded the alleged enterprise from state law enforcement.

Attorney General Blanche characterized the allegations as a large-scale RICO drug-trafficking and money-laundering conspiracy. FBI Director Kash Patel said Lucas had many things to answer for and called her actions hypocritical for a public official. These are allegations in the indictment.

Political backdrop and timeline

Lucas entered the Virginia General Assembly in 1991 and is now Senate president pro tempore. She helped lead the state’s Democratic redistricting plan and was reelected in 2023 to a four-year term; she is next up for reelection in 2027. Virginia permits licensed medical marijuana sales and personal possession of a certain amount, and regulated recreational retail sales are set to begin next year after legalization in July.
