G7 Emergency Fuel Deal Aims to Calm Diesel Costs
Seven large economies will share emergency fuel stocks to cool diesel prices.
The short version
- G7 leaders plan to add 100 million barrels of stored oil and refined fuel to the market over four months, with diesel first 3.
- The plan follows a sharp rise in diesel costs and a US warning about possible limits on diesel sales abroad 14.
- Members also promised not to place energy export limits on each other 1.
- A key shipping lane for oil and gas in the Middle East has faced severe disruption since late February 2026 5.
What have G7 leaders agreed to do?
As of 3 October 2026, seven large economies have agreed a joint release from their emergency fuel stores 13. The total discussed is 100 million barrels of crude oil and refined products such as diesel 23. Some reports describe the figure as up to that level, so the final volume may still be confirmed 4.
The fuel would be added to the market over four months 3. Leaders said a large share of diesel would come early, during the first 20 days 3. A proposal outlined by France mentioned about half as diesel and half as crude oil 4.
The talks took place by video call on 2 October 2026 4. French President Emmanuel Macron organised the meeting in his role as chair of the group 4. The group brings together the US, UK, Canada, Japan, Germany, Italy and France, while the EU also takes part in meetings 1.
Emergency stores are government-held supplies kept for serious disruption. When countries release them together, more fuel becomes available for buyers. That extra supply can reduce upward pressure on prices, though it does not create new oil.
Why are diesel prices so high?
Diesel has risen sharply because supply is tight while demand for transport and farming remains strong 3. Trucks, buses, farm machines and many delivery vans run on diesel. When the fuel costs more, moving goods costs more, and those costs can spread to food and other items 1.
Conflicts in eastern Europe and the Middle East have reduced available supply 3. Another factor is trouble around a narrow sea passage used for energy shipments 5. That passage has seen very little normal traffic since late February 2026, after air strikes by the US and Israel against Iran and retaliation by Iran 5.
Before the fighting, around one quarter of oil moved by sea and around one fifth of gas shipped as liquid went through that route 5. Gas shipped as liquid means gas that is chilled until it becomes liquid for transport by ship. Losing much of that route forces buyers to seek other sources, often at higher cost.
Tension in the region remains high. Regional and Western officials said Saudi Arabia is preparing action against Houthi fighters in Yemen 3. Oil prices had climbed earlier after reports of more US naval forces moving toward the Middle East 3.
What was the US threat over diesel exports?
US President Donald Trump warned that the US could stop diesel sales to other countries unless European states released more of their own stored fuel 1. He linked the idea to very high diesel prices inside the US 4.
US Treasury Secretary Scott Bessent said farmers, lorry drivers and firms should not face the full weight of a worldwide shortage alone 13. In the US, lorry drivers are often called truckers. High diesel costs are also a concern before the congressional elections in November 14.
A US export stop could help US buyers by keeping more fuel at home. But it could raise costs for other countries that rely on US supply 1. After the G7 talks, Mr Trump wrote online that Europe would release stored diesel "immediately" 1.
The new joint plan appears intended to remove the need for such a US move 4. European members hope shared releases will keep trade in fuel flowing between allies 4. The joint statement also included a pledge by members not to impose energy export curbs on each other 1.
Will this lower prices for households?
The aim is to slow or reverse further price rises 1. After the announcement, world crude prices moved slightly lower. The global benchmark closed near 102.25 dollars per barrel, while the main US benchmark closed near 91.11 dollars 3.
That early change was small. It also does not translate directly to the pump. Crude is oil as it comes from the ground. It must be refined, shipped, taxed and sold. Diesel shortages at the refining stage can keep retail prices high even when crude softens.
That is one reason the G7 plan starts with diesel rather than only crude 23. More diesel supply could help hauliers, farmers and delivery firms first. Any relief for shoppers would likely come later, if transport costs ease.
Households should treat this as one step, not a fix. Fuel markets often react fast to news about war, shipping and stocks. People worried about bills should use official price information and consumer guidance in their own country.
What should we watch next?
The first test is whether the early diesel volumes arrive within the promised 20-day period 3. It is not yet clear how much each member will provide or how deliveries will be scheduled.
A second test is whether members keep their promise to avoid export curbs on each other 1. Such curbs can shelter one market while making shortages worse elsewhere.
The wider course of prices will depend on shipping and conflict. If the blocked sea route stays closed or fighting widens, supply may stay tight 53. If transit improves or demand weakens, pressure on prices could fade.
The released stocks will also need to be bought back in future. That means the move shifts supply in time rather than creating lasting new production. As of 3 October 2026, there is no firm public forecast for retail fuel prices.
What we don't know yet
- The share each G7 member will supply and the exact timetable.
- How much retail diesel, petrol and heating costs will change, and how fast.
- Whether the US will still consider export limits if domestic prices stay high.
- How shipping and fighting in the Middle East will develop.

Questions people ask
Why is the G7 releasing oil and diesel?
What are emergency oil reserves?
They are government-held stocks saved for major disruption, such as war or a large supply loss. A joint release means several countries supply stored fuel at once 4. The fuel is later replaced, so it shifts timing rather than creating new oil.
Has the US banned diesel exports?
Will petrol and diesel get cheaper?
The goal is to ease prices, but the result is uncertain. Crude benchmarks eased slightly after the news 3. Pump prices also depend on refining, delivery, taxes and local supply, so change may be slow.
