Ukraine: Explosions rock Russian petrochemical plant after reported drone strike

Strike damages Togliatti facilities

Kyiv’s general staff said Ukrainian forces attacked a Russian petrochemical plant in Togliatti overnight. Ukrainian authorities reported that the strike triggered an explosion and fire. Video shared on social media appeared to show heavy dark smoke above the industrial zone. Mayor Ilya Sukhikh confirmed that several industrial facilities had been damaged.

Togliatti, in western Russia, is home to Avtovaz, the country’s largest carmaker, and the major ammonia producer Togliattiazot. The report did not specify which facilities were damaged.

Oleshky ceasefire plan

The White House said Russia had agreed to pause military action in the Russian-occupied city of Oleshky. The stated aims are to allow humanitarian aid in and prepare an evacuation of civilians through a designated safe route.

The local ceasefire is due to start on October 29. The White House said as many as 2,000 residents were cut off and facing starvation, and credited Melania Trump with helping secure the agreement.

The White House described the arrangement as a ceasefire forged by Melania Trump. Its social media post called her “incredible,” while the report said Kyiv was clarifying details with Moscow.

Fuel shipments and Starlink concerns

Russian deputy prime minister Alexander Novak said three tankers carrying Russian diesel were heading toward North America. He said the shipments were part of a possible October supply of 500,000 metric tonnes to US and global markets.

The report said Washington temporarily lifted sanctions on Russian fuel under a deal announced by Donald Trump, with supplies intended to reduce global fuel prices. Reuters reported that the Malta-flagged Agioi Fanendes, carrying ultra-low sulphur diesel, was expected in the United States on 7 November.

Six Democratic US lawmakers asked Elon Musk to explain restrictions affecting Starlink and Starshield, which they said had disrupted Ukrainian military operations. They set an October 31 deadline for answers to five questions; Volodymyr Zelensky said speed restrictions remained in place and interceptor missile deliveries were still delayed.
