Carney says Canada planning to discuss 'unique alliance' with EU, but not membership | CBC News

Prime Minister Mark Carney says Canada intends to start talks with the European Union about creating a closer, distinctive partnership. He stressed that the plan is not for Canada to become an EU member.

The comments came ahead of Carney’s planned address to the European Parliament in Strasbourg, France. He is due to travel there Tuesday and speak Thursday, at the invitation of Parliament President Roberta Metsola.

A media report said Carney had floated the label “associate member.” Conservative Leader Pierre Poilievre criticized that idea online, calling Carney out of touch.

A senior Canadian official told CBC that discussions are underway about strengthening ties with Europe to support Canada’s sovereignty. The official said the government is focused on the benefits of closer cooperation, rather than what it might be called.

Finance Minister François-Philippe Champagne pointed to the size of the European market, while EU Ambassador Geneviève Tuts said both sides want to deepen an already strong relationship. Carney’s European visit is expected to advance those conversations.

Key points

  • Canada plans talks on a distinctive EU partnership, not membership.
  • Poilievre criticized a report that Carney proposed an “associate member” title.
  • Officials say closer European ties could support Canadian sovereignty and market access.
