Apple’s 18+ limits mean little for dating apps, but could reshape AI companions

New age-rating requirements
Apple is introducing restrictions for apps with sexual or romantic content, requiring them to be intended for people over 18. The new rules are set to begin Nov. 16.
For dating apps, the change may be incremental: developers commonly already limit their services to adults. The policy’s effect on AI companion apps, however, is less certain.
Teen use of AI companions
AI companions from Replika, Nomi and the now-bankrupt Character.AI have been used by teens for years. These services are designed to foster emotional intimacy.
Safety concerns and age rules
James P. Steyer, founder and CEO of a nonprofit, said social AI companions are unsafe for children because they can encourage emotional attachment and dependency. He also said testing found harmful responses involving sexual misconduct, stereotypes and dangerous advice.
Replika CEO Dmytro Klochko told Mashable in 2025 that his platform was intended for adults, a limit also stated in its Terms of Service. He acknowledged that some users try to get around measures intended to block underage access.
Policy impact remains uncertain
It is not yet clear whether Apple’s policy will adequately address concerns about minors using AI companions. All apps must submit the required declarations by Jan. 12, 2027. The policy’s practical effect will depend in part on how age restrictions apply to services that already prohibit underage users, and to AI companions that teens continue to use.
