Unannounced Starlink dispute underscores Ukraine’s reliance on US support in battle for the skies

Restrictions and blame
The Starlink speed limits were applied remotely through code and without notice, contributing to several failed Ukrainian missions. The restrictions were then removed, and service had apparently returned to full capacity by Oct. 15.
Zelenskyy called the move a “big mistake,” while Musk and others blamed the US government. The account describes the restrictions as apparently imposed at the government’s behest, but responsibility was contested.
Networks change the battlefield
Ukraine received free Starlink terminals and service after Russian attacks disrupted local internet networks. The satellite internet system began operating in May 2019, and the US also provided satellite-based intelligence sharing.
Relatively inexpensive drones connected to low Earth orbit satellite networks have altered the conflict. Instead of fighting mainly with tanks and large formations along clearer front lines, both sides now use drones in the air.
Russia gains an advantage
The article identifies two reasons Russia has gained a relative advantage since the summer. It has increased production and use of ballistic missiles against Ukrainian cities, targeting energy systems, data centers, bridges and apartment complexes.
Russia is also using more jet-powered Geran drones, based on Iranian designs, which are faster and harder to shoot down than earlier models. It is building its own low Earth orbit communications system, called Rassvet, while the logistical networks supporting Ukrainian front-line cities, including Kyiv, are under pressure.
Key points
- Starlink speed restrictions contributed to multiple Ukrainian mission failures before service was apparently restored by Oct. 15.
- Zelenskyy called the move a “big mistake,” while responsibility for the restrictions remained disputed.
- Ukraine’s use of drones and satellite networks has changed how the war is fought.
- Russia’s missiles, faster Geran drones and developing Rassvet system are adding pressure on Ukraine.
