Ukraine war: Kyiv strikes leave one killed hours before Oleshky truce begins

Kyiv hit before ceasefire

Russian strikes hit Kyiv late on Monday, killing one person and damaging medical facilities, including an intensive care unit, Mayor Vitali Klitschko said. Accounts differed on the number of people injured: Klitschko said eight, while another report put the toll at 10, including students at a dormitory.

President Volodymyr Zelensky said a ballistic missile struck a university campus. He said there was “not a single military facility nearby.” Officials also reported damage to an educational institution and a metro station.

Ceasefire begins in Oleshky

Russia and Ukraine said a localised ceasefire around Russian-occupied Oleshky began at 4am Moscow time on Tuesday. The arrangement is intended to support humanitarian aid deliveries and evacuations from the southern Ukrainian town, where food, water and medicine are in short supply.

Russia’s defence ministry said it had stopped shelling toward Kherson from that time to prepare for the operation. Ukraine’s parliament commissioner for human rights, Dmytro Lubinets, confirmed the truce had started and said Ukraine was meeting its commitments.

UN report and planned talks

A new UN report said Moscow had committed “crimes against humanity” during the war. It also alleged intentional attacks on civilian targets and said it found compelling evidence that Russian authorities trafficked people from 29 countries to fight, which the report described as contrary to international law.

Kremlin spokesman Dmitry Peskov said planned three-way talks involving Russia, Ukraine and the United States would not restrict either side’s military actions. The talks are scheduled for next month in Abu Dhabi or Switzerland, according to Peskov.
